ORDINANCE 2003:01 AN ORDINANCE ADOPTING THE STRATFORD BOROUGH CODE WHEREAS, Matthew Bender & Company, Inc. has compiled, edited and published a codification of the permanent and general ordinances of the Borough of Stratford; and WHEREAS, there are now on file in the office of the borough clerk for public inspection three copies of a document entitled "Stratford Borough Code". BE IT ORDAINED, by the Mayor and Council of the Borough of Stratford that the Stratford Code Book be adopted as follows: Section 1. Adoption. There is hereby adopted the "Stratford Borough Code; as compiled, edited and published by Matthew Bender & Company, Inc. Section 2. Title-Citation-Reference. This code shall be known as the "Stratford Borough Code" and it shall be sufficient to refer to said code as the "Stratford Borough Code" in any prosecution for the violation of any provision thereof or in any proceeding at law or equity. It shall be sufficient to designate any ordinance adding to, amending, correcting or repealing all or any part or portion thereof as an addition to, amendment to, correction or repeal of the "Stratford Borough Code." References may be made to the titles, chapters, sections and subsections of the "Stratford Borough Code" and such references shall apply to those titles, chapters, sections or subsections as they appear in the code. Section 3. Reference Applies to All Amendments. Whenever a reference is made to this code as the "Stratford Borough Code" or to any portion thereof, or to any ordinance of the borough codified herein, the reference shall apply to all amendment, corrections and additions heretofore, now or hereafter made. Section 4. Title, Chapter and Section Heading. Title, chapter and section headings contained herein shall not be deemed to govern, limit, modify or in any manner affect the scope, meaning or intent of the provisions of any title, chapter or section hereof. Section 5. Ordinances Passed Prior to Adoption of the Code. The last ordinance included in this code is Ordinance 2000:17, passed December 27, 2000. The following ordinances, passed subsequent to Ordinance 2000:17, but prior to adoption of this code, are hereby adopted and made a part of this code: Ordinance 2001:03-04, 2001:07, 2001:09-11, 2001:13-16, 2001:18, 2002:02-03, 2002:05-08, 2002:10-11, 2002:16, 2002:20, 2002:22. Section 6. Effect of Code on Past Actions or Obligations. The adoption of this code does not affect prosecutions for ordinance violations committed prior to the effective date of this code, does not waive any bond or cash penalty due and unpaid on the effective date of this code, and does not affect the validity of any bond or cash deposit posted, filed or deposited pursuant to the requirements of any ordinance. Section 7. Constitutionality. If any section, subsection, clause or phrase of this code is for any reason held to be invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this code. PUBLIC NOTICE NOTICE is hereby given that the foregoing Ordinance was introduced and passed at a meeting of the Borough Council of the Borough of Stratford held on the 14 th day of January, 2003 and will be considered for final passage after a Public Hearing at a meeting of the Borough Council to be held on the 11 th day of February, 2003 at 8:00 pm.
